The Second Puzzle

Hopefully, you've already solved The First Puzzle.  This is the Second Puzzle, and it's quite different from the First.  The unencrypted paragraphs are your key to decoding the encrypted passage beneath it.  However, it IS possible to decode the encrypted paragraph without figuring out "the key."  If you decode the message without the key, more power to you...  But I think it's easier with the key.  When you've got it all figured out, fill out the form at the bottom of this page.  The successful will be listed in The Hall of Cryptographers.  GOOD LUCK!
