I'm not a programmer, but luckily, people on KryptonSite are and were able to determine that this prophecy is written in hex code. I can't even begin to try to explain (okay, or to even understand) how this translates, so I'll just provide the translation and a link to madCoder's explanation.
Using this key allows the main message to be deciphered. The remaining bits, consisting of letters and numbers, can be deciphered using a technique similar to that used to decode Prophecy 12, Prophecy 13, Prophecy 15, and Prophecy 16. Continue reading...

To decipher the middle three lines, it's time to go back to the Ledger archives. In each chunk, V stands for volume, I stands for issue, A stands for article, P stands for paragraph, and W stands for word. To translate each chunk, go to the indicated volume, issue, article, paragraph, and word. That's what must be written down. For the chunk containing small Roman numerals, these indicate which letters of the indicated word are to be used. By doing this,
