The key for the first part is as follows:

To decipher the second part, the same technique used for Prophecy 12 must be used. This song was played in "Duplicity." If you go to the Ledger archive for the week of "Duplicity," the code makes sense. "Ledger IV" means the fourth article of that issue. In that article are the words needed to make sense of the prophecy. For example, "A:9:iv" means paragraph A (the first paragraph), word nine, fourth letter. Do this for all of the given numbers and letters, and the second part of the code is revealed.

Translation

The first part translates to: The more that I learn, the less that I know. Never thought I would want to slow down. Just focus on clouds in blue skies. Above all the rain, the sun shines.

The second part translates to: Where you don't have to hide your true self.

Hidden Message

Taking the letters that stand for "a b c d e f g h" reveals "when playd."  This is a continuation from Prophecy 12's hidden message, "what epsod."  Together, these hidden messages seem to ask, "What episode, when played...?"  It seems there's more to come...

Interpretation
